RESOLVED, that the proper city officials are hereby authorized to enter into an agreement, substantially in the form attached as Exhibit A, with LHB, Inc. for the Master Planning of the Western Waterfront Parks and Trail in the amount of Seventy Thousand Nine Hundred Ninety-Two and no/100 dollars ($70,992.00), payable from Fund 452 - Tourism & Recreational Projects; 030 - Finance; Object 5530 - Improvements Other Than Buildings; Project: HANDHTAX-1501-03 Half & Half Tax Projects, Western Waterfront Trail, Extension 1.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with LHB, Inc. ("LHB") for master planning services for the Western Waterfront Parks and Trail.
LHB's services will include on-site field investigation, facilitation of stakeholder planning workshops and public meetings, development of master plan concepts, and preliminary cost estimating for the Western Waterfront trail, park and recreation improvements. As part of the St. Louis River Corridor Initiative, the master planning process will explore options to extend and improve the Western Waterfront Trail as sited in the 1979 Master Plan, to rebrand the Western Waterfront Trail as a heritage trail that celebrates and interprets the rich cultural and natural history of the corridor, to develop potential new river access nodes at Lower Spirit Mountain on the riverfront opposite Tallas Island and at the area known as Slag Point, to develop potential new canoe/kayak watertrail entry points at Munger Landing, Boy Scout Landing, and Perch Lake, and to decide the future use of the City-owned riverfront along the U.S. Steel site with options including rail, trail, and rail with trail.
