RESOLUTION AUTHORIZING ACCEPTANCE OF A $91,000 GRANT FROM THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES AND MINNESOTA LAKE SUPERIOR COASTAL PROGRAM TO CONTROL STORMWATER AND SNOW MELT RUNOFF AT GARY NEW DULUTH RECREATION AREA.

Body

CITY PROPOSAL:

                     RESOLVED, that the city of Duluth agrees to accept the grant award and the proper city officials are authorized to enter into a grant agreement substantially in the form of Exhibit A with the Minnesota department of natural resources.

                     FURTHER RESOLVED, that the city of Duluth has the legal authority to accept the money, and the financial, technical, and managerial capacity to ensure proper construction, operation, and maintenance of the project for no less than 20 years.

                     FURTHER RESOLVED, that the city of Duluth estimates the total project cost to be $182,000, including the grant amount of $91,000 (deposited in 452-030-4210-02 - Tourism and Recreational Projects, Pass-thru Federal Grants Operating); and 1:1 matching funds as follows: $91,000 from the Half and Half Tourism Tax  (Tourism and Recreational Projects-452, Finance-030,Improvements Other Than Buildings-5530 Project HANDHTAX-1512).

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the acceptance of a $91,000 grant from the Minnesota Department of Natural Resources and Minnesota Lake Superior Coastal Program.  The project will provide substantial improvements in the mitigation of severe runoff situations at Gary New Duluth Recreation Area and improve the quality of the water entering the Lake Superior watershed. The grant will fund improvements such as improving rain gardens, re-contouring areas, installing soil, plantings, and mulch, and excavation work. These improvements are essential to complete the broader restoration of Gary New Duluth Recreation Area and will substantially add to the site’s recreational value.
