CITY PROPOSAL:

                     RESOLVED, that the city council hereby approves the St. Louis River Corridor Neighborhood Parks mini-master plans and authorizes implementation of the plans as funding becomes available.

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution approves the St. Louis River Corridor Neighborhood Parks mini-master plans and authorizes implementation of the plans as funding becomes available. The document includes plans for Historical Park, Fon du Lac Park, Blackmer Park, Smithville Park, Riverside Recreation Area, Norton Park, Grassy Point Park, Keene Creek Park, Merritt Community Recreation Area, Harrison Community Recreation Area, and Piedmont Community Recreation Area. The planning process began in September 2015 with meetings with stakeholder groups and partner organizations.  Public open house meetings were held on October 28 and 29 and February 4, 2016.  The City solicited written public comment during and after each open house via paper forms distributed at the meetings and digital forms available on the City’s website.  Draft plans were available on the City’s website throughout the process. The plans were revised on the basis of comments from stakeholders, partner organizations, and the public at large. The Parks & Recreation Commission voted unanimously in support of the final draft plans at their June 15, 2016 meeting.
