CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a contract, substantially in the form attached as Exhibit A, with AMI Consulting Engineers P. A. (AMI) for the design of repairs and replacements for approximately twenty-five hundred (2,500) feet of seawall surrounding the Duluth Entertainment Convention Center (DECC) for an amount not to exceed Four Hundred Thirty-Four Thousand Four Hundred Ninety-Five and no/100 dollars ($434,495.00), payable from Capital Improvements 450, Finance 030, Improvements Other Than Buildings Object 5530; Project: CP450-SEAWLL; Capital Projects, Other Fund Contributions, Slip and Bayfront seawall repairs.

Statement of Purpose
STATEMENT OF PURPOSE: This contract is for the design and creation of the construction documents necessary to complete the repairs and rebuild of multiple contiguous seawall sections on the DECC side of MN Slip and along Harbor drive to the Bayfront Festival Park. Completion of the design and construction documents will allow the City to bid out this work in phases or in its entirety, dependent upon financing. The seawalls in this project are well over 100 years old (some sections are original 1886 construction) and they are severely compromised. The City has taken steps to fence off the most problematic areas in order to protect the public as it prepares to undertake complete reconstruction and repair of each section. It is imperative that the City engage the services of a qualified engineering firm to get this project ready for bid.
