RESOLUTION AUTHORIZING A SURRENDER OF ACCESS AND TEMPORARY CONSTRUCTION EASEMENT AGREEMENT WITH U.S. BANK NATIONAL ASSOCIATION AND WELLS FARGO BANK, NATIONAL ASSOCIATION, REGARDING THE KENWOOD AND ARROWHEAD INTERSECTION.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement substantially in the form of that attached hereto as Attachment 1 with U.S. BANK NATIONAL ASSOCIATION, a national banking association under the laws of the United States of America, and WELLS FARGO BANK, NATIONAL ASSOCIATION, a national banking association under the laws of the United States of America, pursuant to which said banks will voluntarily give up the right to have direct access from their respective properties on the northeast corner of Kenwood Avenue and Arrowhead Road onto Arrowhead Road in exchange for the city making improvements to their properties and allowing them to have direct access onto Warren Avenue and from there on to Arrowhead Road.

Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to authorize the city to enter into an agreement with U.S. Bank and Wells Fargo Bank for the purpose of making permanent modifications of the access from their respective properties on the north side of Arrowhead Road between Kenwood Avenue and Warren Avenue on to Arrowhead Road.

Currently both banks have driveways which access Arrowhead Road in relatively close proximity to the Kenwood/Arrowhead intersection, one of the busiest intersections in the area. This contributes greatly to congestion and safety issues at this intersection, especially during morning and evening rush hours.
