RESOLUTION AUTHORIZING THE CITY TO ENTER INTO A JOINT POWERS AGREEMENT WITH THE STATE OF MINNESOTA, COMMISSION OF PUBLIC SAFETY, BUREAU OF CRIMINAL APPREHENSION, PROVIDING FOR THE CITY OF DULUTH POLICE DEPARTMENT TO CONTINUE PARTICIPATION IN THE MINNESOTA INTERNET CRIMES AGAINST CHILDREN TASK FORCE PROGRAM.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into a joint powers agreement, substantially the same as the attached Exhibit 1, with the state of Minnesota, department of public safety, bureau of criminal apprehension, providing for the continued participation by the city of Duluth police department in the Minnesota internet crimes against children task force program through May 31, 2019.

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes the proper city officials to execute an agreement to continue participation in the Minnesota internet crimes against children task force (MICAC) program through May 31, 2019.  The state of Minnesota is the recipient of a federal grant disbursed by the office of juvenile justice and delinquency prevention in Washington, D.C. to assist law enforcement in investigating and combating the exploitation of children which occurs through the use of computers by providing funding for equipment, training, and expenses, including travel and overtime funding, which are incurred by law enforcement as a result of such investigations.  The Minnesota bureau of criminal apprehension is the Minnesota ICAC grant administrator.
