RESOLUTION AUTHORIZING APPLICATION TO AND, IF OFFERED, ACCEPTANCE OF A $48,269 INDOOR AIR QUALITY GRANT FOR THE ESSENTIA HEALTH DULUTH HERITAGE CENTER.

CITY PROPOSAL:

WHEREAS, the Minnesota Amateur Sports Commission (MASC), via the State General Fund, provides for general funds to assist political subdivisions of the State of Minnesota for the fulfillment of the purpose and goals of the James Metzen Mighty Ducks Grant Program, and

 

                     WHEREAS, the Essentia Health Duluth Heritage Center desires to complete its project named Indoor Air Quality Improvements at Essentia Health Duluth Heritage Center located at 120 South 30th Avenue West, Duluth, Minnesota, 55806.

 

                     RESOLVED, that the city of Duluth act as a legal sponsor for the project contained in the James Metzen Mighty Ducks Grant application, attached hereto as exhibit A, to be submitted on or before October 3, 2016, and that the city of Duluth is hereby authorized to apply to the MASC for funding of this project.

 

                     FURTHER RESOLVED, that the total cost of completing the project shall be $98,538 and Essentia Health Duluth Heritage Center is requesting $48,269 from the James Metzen Mighty Ducks Grant Program and will assume responsibility for a matching contribution of $48,270.

 

                     FURTHER RESOLVED, Essentia Health Duluth Heritage Center agrees to own, assume 100 percent operational costs for the facility or equipment, and will operate the facility or equipment for its intended purpose for the functional life of the facility or equipment which is estimated to be 20 years.

 

                     FURTHER RESOLVED, that if the city of Duluth is awarded aforesaid grant, the city of Duluth agrees to accept the grant award and proper city officials are authorized to enter into a grant agreement with the MASC substantially in the form of the sample agreement attached hereto as exhibit B, agreeing to the project with grant funds to be deposited in fund 205-130-1220-4220-02 (Parks Fund, Community Resources, Parks Operating, State Grants).

                     

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the application to and, if offered, acceptance by the proper city officials of a grant for $48,269 from the Minnesota Amateur Sports Commission James Metzen Mighty Ducks Grant Program for the purpose of replacing a current gasoline ice edger with an electronic edger, installing an automated continuous monitoring system, and installing a new air make-up system to improve air quality at the Essentia Health Duluth Heritage Sports Center. No City of Duluth dollars will be expended to plan or implement improvements.

The Essentia Health Duluth Heritage Sports Center is a two arena community facility used for all four seasons, developed in partnership with the city of Duluth, Independent School District 709, Duluth Amateur Hockey Association and the Northland Chapter of the Boys and Girls Club. The arenas are equipped with seasonal ice and artificial turf during late spring through early fall. The City of Duluth, youth organizations, sporting teams, and community events utilize the facility.
