RESOLUTION AUTHORIZING ROW USE AGREEMENT WITH THE BETHEL SOCIETY INC. FOR WORK ADJACENT TO THE FIRST STREET ROW.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement substantially in the form of that attached hereto as Exhibit I with the Bethel Society Inc. authorizing paving of the parking area below West 1st Street in the West 1st Street and 8th Avenue West rights of way.
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to authorize the Bethel Society to pave the parking area below first street and to the west of their building.
When the city straightened out to some extent West 1st Street to the west of the Bethel some years ago, it left a paved area behind the building unused for street purposes. In 1992, the city granted a concurrent use permit to Bethel to use this area for parking to serve staff and guests of the facility.
The paving of this area has now deteriorated and is in need of being repaved. Under the terms of this agreement Bethel would be allowed to repave the area and continue to use it to meet some of its needs for parking at no cost to the city. But if the city were to need to reclaim the easement area in the future, either the Bethel would remove the parking or the city would be able to do so.
