RESOLUTION OF SUPPORT FOR THE CITY OF DULUTH’S PRELIMINARY THREE-YEAR COMMITMENT TO PROVIDE FUNDING TO THE DULUTH AREA FAMILY YMCA FOR THE TRUE NORTH AMERICORPS PROGRAM TO PROVIDE YOUTH DEVELOPMENT PROGRAMMING FOR A MAXIMUM ANNUAL AMOUNT NOT TO EXCEED $120,000, AND A TOTAL AMOUNT NOT TO EXCEED $360,000.

CITY PROPOSAL:

                     WHEREAS the Duluth Area Family YMCA True North AmeriCorps program (“True North AmeriCorps”) recruits, trains, and supervises more than 30 members per year to provide essential academic support and youth development services to children throughout Duluth; and

WHEREAS, the city of Duluth has contributed $150,000 per year from the Park Fund since 2012 to support True North AmeriCorps; and

                     WHEREAS, the city’s investment has helped to secure more than $400,000 per year in federal money that has substantially expanded and improved the youth development services True North AmeriCorps is able to provide to Duluth children; and

                     WHEREAS, the city wishes to continue to invest in True North AmeriCorps; and

WHEREAS, the Duluth Area Family YMCA requests a preliminary financial commitment from the city to include in the grant application for the next, three-year, round of federal funding.

RESOLVED that the City Council supports the city of Duluth’s preliminary three-year commitment to provide financial support to True North AmeriCorps to provide afterschool and summer youth programming at various locations throughout the city, for a maximum annual amount of $120,000, payable from Parks Fund 205, Community Resources 130, Parks Operating 1219, Contract Services 5310.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution expresses the City Council’s support for the City of Duluth’s preliminary commitment of up to $120,000 per year for up to three years to the Duluth YMCA True North AmeriCorps program to provide afterschool and summer youth development programming at eight nonprofit youth serving agencies, five city parks, and at least twelve schools located throughout the city. True North AmeriCorps’ 2017-2020 plan reduces the City’s financial contribution by 20% while significantly expanding the focus of the program on after school and summer youth development programming. Full-time AmeriCorps members in youth serving agencies will increase from five to eight. AmeriCorps members based in city parks in summer will increase from three to five. For the first time, one AmeriCorps member will be stationed full-time in the Parks and Recreation Division to support City-provided recreational programming throughout the City. In support of the Duluth Children’s Outdoor Charter approved by the City Council in 2015, outdoor education and recreation opportunities will for the first time be integrated at all sites. The program will also support 14 school-based members, 35% of whose time will be spent on after school and summer youth development programming. If the federal grant is awarded, the city will bring forward a resolution to enter into a binding grant agreement with the Duluth YMCA.  The grant agreement will require an annual assessment of the effectiveness of the program as a condition for the release of funding for subsequent years.
