RESOLUTION AUTHORIZING PROPER CITY OFFICIALS TO ACCEPT A GRANT FROM THE DEPARTMENT OF JUSTICE, BUREAU OF JUSTICE ASSISTANCE, IN AN AMOUNT TOTALING $444,152 AND FURTHER AUTHORIZING AN AGREEMENT WITH PROGRAM TO AID VICTIMS OF SEXUAL ASSAULT FOR THEIR PARTICIPATION IN THE PROJECT ENTITLED "2016 SEXUAL ASSAULT KIT INITIATIVE PROJECT".

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept a grant from the Department of Justice, Bureau of Justice Assistance, in the amount of $444,152, and to execute a grant agreement substantially the same as the attached Exhibit A.
FURTHER RESOLVED, that the proper city officials are hereby authorized to execute a partner agreement, substantially the same as the attached Exhibit B, with Program for Aid to Victims of Sexual Assault, Inc. (PAVSA) for its participation in the project to address the backlog of unsubmitted sexual assault kits; revenue to be deposited in Fund #215-200-2214-4209-02 (Duluth Police Grant Programs, Police SAKI Grant, Direct Federal Grants Operating) and Expenses to be taken from Funds # 215-200-2214-5447 (Duluth Police Grant Programs, Police, SAKI Grant, Payment to Other Govt. Agencies) and Fund #215-200-2214-5700-10 (Duluth Police Grant Programs, Police, SAKI Grant, Interfund Transfers Out to General Fund).


Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the proper city officials to accept a grant whose budget is attached as Exhibit C in the amount of $444,152 from the Department of Justice, Bureau of Justice Assistance to support a multidisciplinary community response to reform jurisdictions' approaches to sexual assault cases resulting from evidence found in previously unsubmitted sexual assault kits (SAKs).
