CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to contract with KTM Paving, Inc. for the reconstruction of four (4) parking areas at Hartley Park for an amount not to exceed two hundred twenty-one thousand, three hundred ninety-four dollars and nine cents ($221,394.09), payable from Parks Fund 205; Community Resources 130; Parks Capital 1220; Improvements Other Than Buildings 5530, Project CM205-Hartley - Cap Mtce Fund 205, Hartley.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract for the reconstruction of four parking areas servicing Hartley Park with locations at Hartley Nature Center, Fairmont Street, Hartley Road and North Road.
The Hartley Nature Center parking area is currently undersized, lacks adequate storm water controls, and its pavement has failed. Parking improvements at this lot include expanding parking capacity by 15 stalls, adding perimeter curb and gutter, adding improved storm water treatment and volume controls, and new pavement surfacing.
The parking areas at Fairmont Street, Hartley Road and North Road will be improved with a dedicated hammerhead turn around, curb and gutter for storm water management, new pavement surfacing, and parking management signage.
Purchasing issued an Invitation to Bid on October 3, 2016, and received two bids. KTM Paving submitted the lowest bid. The project was then value engineered to remain within budget.
