CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to issue a refund in the amount of Five Thousand and no/100ths Dollars ($5,000.00) to Arrowhead Youth Soccer Association for its 2016 usage fee for the Jean Duluth and Arlington Soccer Fields in exchange for its 2015 financial contribution to the Gary New Duluth soccer fields. Said refund shall be issued from Fund 205-130-1221-5441 (Parks, Community Resources, Parks Maintenance, Miscellaneous Expenses).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a refund in the amount of Five Thousand and no/100ths Dollars ($5,000.00) to Arrowhead Youth Soccer Association (AYSA) for its 2016 usage fee for the Jean Duluth and Arlington Soccer Fields in exchange for its 2015 financial contribution to the Gary New Duluth soccer fields.

AYSA currently uses the Jean Duluth and Arlington Soccer Fields under an agreement through December 31, 2018 with an initial usage fee of $18,000 and a 3% annual increase thereafter. Under the terms of the agreement, AYSA is eligible to receive an annual fee credit up to $5,000 in exchange for AYSA's eligible improvements to the premises or other city-owned soccer fields that are consistent with the city's parks maintenance and operation strategy. The credit shall be calculated as follows: for every $3 invested as eligible improvements by AYSA, AYSA shall receive a $1 credit, up to a total of $5,000 annually. Such credit shall be applied to the following year's annual fee.
