CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement, substantially in the form attached as Exhibit A, with Northern Energetics LLC to provide energy audits and consulting services for approximately 600 homes annually for years 2017, 2018, and 2019, for an amount not to exceed $166,200 payable as follows:

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with Northern Energetics LLC for energy consulting services and audits of approximately 600 homes per year, for years 2017, 2018, and 2019, payable from the home energy conservation fund.
ComfortSystems intends to work with multiple vendors over the course of the next year to test various technologies for use during the assessment process. In order to accommodate this testing, purchasing issued a Request for Proposals on December 8, 2016 with the goal of qualifying multiple firms.
Three proposals were received by the due date. The proposals were evaluated by a team of City staff; and all three firms were deemed qualified. Northern Energetics received the highest total score when both technical and cost evaluations were completed and is recommended for award of the primary contract. Northern Energetics also held the previous contract to provide energy assessment services for the Home Energy Assessment Program.
