CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to amend city contract no. 22618 with TKDA, substantially in the form attached as Exhibit A, to include additional design services and for the Western Waterfront trail restoration project for an increase of $40,150 and an amended total not to exceed $112,650, payable from fund no. 452-030-5530-Project: HANDHTAX-1501-01 (Tourism & Recreational Projects, Finance, Improvements Other than Buildings, Half & Half Tax Projects, Western Waterfront Trail, Corridor Restoration).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a second amendment to city contract no. 22618 for the additional design services necessary to produce construction documents for Phase II of the Western Waterfront Trail Corridor Restoration Project originally described in TKDA's proposal dated January 20, 2017 and attached to the amendment as Exhibit B-2.

The Western Waterfront Trail Corridor Restoration Project is a $575,000 project funded by a $400,000 state grant and $175,000 from the half and half tax. The purpose of the project is to restore the corridor through which the existing Western Waterfront Trail travels. Extensive infestations of buckthorn and other invasive plants had separated the trail visually and physically from the river. The project restores the river views and river access the Western Waterfront Trail was designed to provide.

This contract amendment is not due to unexpected cost overruns. Instead, the cost to complete the originally envisioned project was so much less than originally expected that there is enough grant money remaining to expand the scope of the project.
