RESOLUTION AUTHORIZING CITY OFFICALS TO ACCEPT AND EXECUTE A GRANT AGREEMENT FROM THE STATE OF MINNESOTA FEDERAL RECREATIONAL TRAIL PROGRAM IN THE AMOUNT OF $150,000 FOR THE CLYDE CONNECTOR TRAIL.

CITY PROPOSAL:

RESOLVED, that the city of Duluth agrees to accept the grant award, and the proper city officials are authorized to enter into a grant agreement substantially in the form of Exhibit A with the state of Minnesota, and

FURTHER RESOLVED, that the city of Duluth will comply will all applicable laws, environmental requirements and regulations as stated in the grant agreement, and

FURTHER RESOLVED, that the city of Duluth estimates the total project cost to be $300,000, including the total grant amount of $150,000 (deposited in 452-030-4210-01 HANDHTAX-1528-02, Tourism & Recreation Projects, Finance, Pass-thru Federal Grants Capital) and 1:1 matching funds as follows: 452-030-4750 HANDHTAX-1528-02, Tourism & Recreation Projects, Finance, Sales of Bonds, and

FURTHER RESOLVED, that the city council of the city of Duluth names the fiscal agent for the city of Duluth as:

FURTHER RESOLVED, that the city of Duluth hereby assures the Clyde Connector will be maintained for a period of no less than 20 years.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the acceptance, by proper city officials, of a grant award in the amount of $150,000 from the state of Minnesota from the federal highway administration for the purpose of constructing the Clyde Connector, a multi-use trail from the intersection of Clyde Avenue and North 95th Avenue West, up the hill to the Magney trailhead parking area. The grant will be matched by $150,000 in city funds, from the half & half tourism tax, with project construction to take place in 2017 and 2018.
