RESOLUTION GRANTING APPROVAL AND IMPLEMENTATION OF THE ST. LOUIS RIVER CORRIDOR TRAILS PLAN.

CITY PROPOSAL:

 

                     RESOLVED, that city council hereby approves the “St. Louis River Corridor Trails Plan: Update to the 2011 Duluth Trail and Bikeway Plan”, and authorizes implementation of the plan as funding becomes available.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution approves the St. Louis River Corridor Trails Plan, attached hereto as exhibit A, and implementation thereof as funding becomes available. The purpose of the plan is to answer a number of critical questions about trail development and management in the St. Louis River Corridor that were posed in the 2011 city-wide Trail and Bikeway Plan. In combination, the 2011 plan and the new St. Louis River Corridor Trail Plan will provide strong direction for the development and management of trails and bikeways throughout the St. Louis River Corridor. The plans were developed and repeatedly revised based on input from stakeholders, partner organizations, and the public at-large. A city sponsored public forum was held in May 2016, followed by a two-week public comment period opened in August 2016. Comments received during this period were incorporated into the plan, and drafts were available on the city’s website throughout the process The parks commission trails and bikeway committee met three times in September and October to review public comments and guide final plan content. The plan was reviewed and approved by the Duluth parks and recreation commission during its regular meeting held December 14, 2016.
