CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement, substantially in the form attached as Exhibit A, with LHB, Inc. for design, permitting assistance, construction administration and other services necessary for the implementation of Phase 1 of the 2016 Lincoln Park Mini Master Plan for an amount not to exceed of $96,878.00, payable from fund no. 452-030-5530 HANDHTAX-1510 (Tourism & Recreational Projects, Finance, Improvements Other than Buildings, Half & Half Tax Projects-Lincoln Park).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with LHB, Inc. ("LHB") for design and other professional services needed for the implementation of Phase 1 restoration of Lincoln Park consistent with the Lincoln Park mini master plan approved by the City Council in February of 2016.

Phase 1 focuses on restoration of the more developed lower portion of the park including new destination play areas and equipment, restoration of the WPA event pavilion and restrooms, new or renewed picnic pavilions, landscape enhancements, and accessibility improvements.

LHB will provide the following services to complete the Lincoln Park Phase 1 Project: (1) Community Engagement, (2) Park Infrastructure Assessment, (3) Regulatory Permitting and Approvals, (4) Schematic Design, (5) Design Development, (6) Construction Documents, (7) Bid Assistance, (8) Construction Administration, and (9) Roadway Realignment Study.

LHB was chosen as the sole source contractor for this project because their team of landscape architects, designers, and engineers have extensive experience with similar projects and unique experience with this specific project. LHB worked in conjunction with SRF Co...
