RESOLUTION AUTHORIZING ACCEPTANCE OF A $100,000 GRANT FROM THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES AND MINNESOTA LAKE SUPERIOR COASTAL PROGRAM TO CONSTRUCT RESTROOMS AT LAFAYETTE PARK.

CITY PROPOSAL:

                     RESOLVED, that the city of Duluth hereby agrees to accept the grant award and the proper city officials are authorized to enter into a grant agreement substantially in the form of the sample agreement attached hereto as Exhibit A, with the Minnesota Department of Natural Resources.

 

                     FURTHER RESOLVED, that the city of Duluth has the legal authority to accept the money, and the financial, technical, and managerial capacity to ensure proper construction, operation, and maintenance of the project for no less than 20 years.

 

                     FURTHER RESOLVED, that the city of Duluth estimates the total project cost to be $200,000, including the total grant amount to be deposited into 205-130-1220-4210-02 (Parks Fund, Community Resources, Capital, Pass-thru Federal Grants); and 1:1 matching funds as follows: $100,000 from 205-130-1220-5520 cm205-restrm (Parks Fund, Community Resources, Parks Capital, Improvements to Buildings).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the acceptance of a $100,000 grant from the Minnesota Department of Natural Resources and Minnesota Lake Superior Coastal Program to complete construction of restrooms at Lafayette Park at 3026 Minnesota Ave.  The complete project cost is $200,000 with the remainder of funds coming from the Parks Fund.  The project will build two restrooms on the outside of the building nearest the beach.  Lafayette is considered to be a “tier one” beach access point for the public.  The project will protect coastal habitats by providing a sanitary facility and reducing impacts on the dunes.
