RESOLUTION AUTHORIZING APPLICATION TO AND IF AWARDED ACCEPTANCE OF A MINNESOTA DEPARTMENT OF NATURAL RESOURCES FEDERAL RECREATIONAL TRAIL PROGRAM GRANT OF UP TO $150,000 TO REMEDY FAILING INFRASTRUCTURE ON THE DWP TRAIL.

CITY PROPOSAL:
WHEREAS, the DWP Trail between lower Spirit Mountain and Becks Road will, once fully developed, be a one-of-a-kind destination trail featuring towering rail trestles, cascading trout streams, dramatic rock formations, and panoramic river views, and
WHEREAS, the DWP Trail, once fully developed, could accommodate multiple uses including pedestrians, bikes, equestrians, skiers, snowshoers, snowmobiles, and wheelchairs, and
WHEREAS, the city of Duluth recognizes the minimum twenty-five percent match requirement for the Federal Recreational Trail Program, and has secured fifty percent matching funds from 452-030-5530-HANDTX 1503 (Tourism & Recreational Projects, Finance, Improvements Other than Bldgs, West DWP Trail).
NOW, THEREFORE, BE IT RESOLVED, that the city of Duluth supports the grant application made to the Minnesota Department of Natural Resources for a Federal Recreational Trail Program grant of up to $150,000 to remedy failing infrastructure on the DWP trail including washed out trail segments, failing culverts, and hazardous rock fall areas.
RESOLVED FURTHER, if the city of Duluth is awarded a grant by the Minnesota Department of Natural resources, the city of Duluth agrees to accept the grant award, and may enter into an agreement substantially similar to that attached hereto as exhibit A, with the State of Minnesota for the above referenced project. The city of Duluth will comply with all applicable laws, environmental requirements and regulations as stated in the grant agreement.
RESOLVED FURTHER, the city council of the city of Duluth names the fiscal agent for the city of Duluth for this project as:

RESOLVED FURTHER, the city of Duluth hereby assures the critical infrastructure improvements on the DWP Trail will be maintained for a period of no less than 20 years as required by the Federal Recreational Trail Grant Program.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution approves application for a Minnesota DNR Federal Recreational Trail Program grant for up to $150,000 to pay for one half of a $300,000 project to remedy failing infrastructure on the DWP multi-use trail. The project will repair washed out trail segments and failing culverts and remove hazardous rocks from the trail and surrounding slopes. In combination with plans to renovate the Sargent Creek Bridge and stabilize hazardous rock fall areas, the project will eventually enable the official opening of the DWP Trail to users including pedestrians, bikes, equestrians, skiers, snowshoers, and, pending the outcome of an ongoing planning process, low-speed snowmobiles. A subsequent phase of work is planned to improve the trail surface to accommodate wheelchairs. Matching funds of $150,000 will come from Half and Half 452-030-5530-HANDTX 1503.
