RESOLUTION AUTHORIZING APPLICATION TO AND IF AWARDED ACCEPTANCE OF A MINNESOTA DEPARTMENT OF NATURAL RESOURCES FEDERAL RECREATIONAL TRAIL PROGRAM GRANT OF UP TO $150,000 TO CONSTRUCT LIGHTING AND RELATED TRAIL IMPROVEMENTS AT THE GRAND AVENUE NORDIC CENTER.

CITY PROPOSAL:
WHEREAS, the 5.4 kilometer Grand Avenue Nordic Center trails will, once fully developed, be the first cross country ski trails conveniently accessible to St. Louis River Corridor neighborhoods and will connect those neighborhoods to an additional 20 kilometers of trail in the Spirit Mountain and Magney Snively system, and

WHEREAS, the trail lighting has been shown through an Environmental Assessment Worksheet to not impact nearby residential property, and

WHEREAS, the city of Duluth recognizes the twenty-five percent match requirement for the Federal Recreational Trail Program, and has secured the matching funds from 452-030-5530-HANDTX 1506 (Tourism & Recreational Projects, Finance, Improvements Other than Bldgs, Lower Spirit Nordic Phase I & II).

NOW, THEREFORE, BE IT RESOLVED, if the city of Duluth is awarded a grant by the Minnesota Department of Natural Resources, the city of Duluth agrees to accept the grant award, and may enter into an agreement substantially similar to the agreement attached hereto as exhibit A, with the State of Minnesota for the above referenced project.

RESOLVED FURTHER, the city of Duluth will comply with all applicable laws, environmental requirements and regulations as stated in the grant agreement.

RESOLVED FURTHER, the city of Duluth supports the grant application to the Minnesota Department of Natural Resources for the Federal Recreational Trail Program to install lighting on 2.0 kilometers of cross country ski trail at the Grand Avenue Nordic Center to be built in 2017 and 2018 within Spirit Mountain Recreation Area.

FURTHER RESOLVED, the city council of the city of Duluth names the fiscal agent for the city of Duluth for this project...
