CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into an agreement, a copy of which is attached hereto as Exhibit A, with the U.S. Department of the Army represented by the District Commander, U.S. Army Engineer District Detroit, and Minnesota Sea Grant pursuant to which the above parties will purchase, provide and install as appropriate a flag pole and an interpretive flag system in Canal Park designed to warn of the rip current conditions existing on Lake Superior adjunct to Park Point and the City Fire Department will agree to operate the system in conformance with its existing practices.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize the city to enter into an agreement with the Army Corp and Minnesota Sea Grant for the purchase, installation and operation of another rip current warning flag location to warn of the existence of rip current conditions along Park Point.  The Fire Department currently operates at least three facilities having the same function under Section 211.03 of its Manual of Policies, Procedures and Guidelines.

 

This facility to be installed on the southeast portion of Canal Park.

 

The Corp and Sea Grant will be responsible for designing, purchasing and installing the flag pole and for designing and providing the necessary interpretive panels.  The DFD will be responsible to use their best efforts, consistent with their other duties, to display the appropriate warning panels and to change them as needed, all in conformance with its existing practices.
