CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to execute an agreement with TKDA, substantially in the form attached as Exhibit A, for architectural services in connection with the predesign study for net zero energy usage for Fire Hall #11 for a total amount not to exceed $40,000.00, payable from fund no. 450-030-5520 (Capital Improvements-Finance-Buildings & Structures).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an agreement with TKDA for architectural services in connection with the predesign study for net zero energy usage for Fire Hall #11, located at 3501 Woodland Avenue, for an amount not to exceed $40,000.00.

 

The Fire Hall #11 Study is one of the Council-approved CIP projects for 2017.  The purpose of the study is to assess the condition of Fire Hall #11 and to determine if renovation or new construction at the current site is the best option, to explore options relating to making this facility (new or renovated) a model for operational and energy efficiency, and to determine how best practices in fire hall operations and facility design can be cost-effectively implemented in an improved or new facility.

The result of the study will be a comprehensive concept for facility renewal or new construction; a site analysis; and a preliminary cost estimation that will help guide the Duluth Fire Department, Property and Facilities Management, and Administration’s long-term facility planning for this facility.  Additionally, the completed study may provide the basis for seeking financing and grant opportunities to help fund an improved public safety facility in the City of Duluth.
