RESOLUTION AUTHORIZING PROPER CITY OFFICIALS TO ACCEPT FUNDS FROM THE JUNIOR LEAGUE OF DULUTH FOR A DEEP WINTER GREENHOUSE.

CITY PROPOSAL:
RESOLVED, that the city of Duluth is hereby authorized to accept up to $100,000 from the Junior League of Duluth, to be used for construction of a Deep Winter Greenhouse on the city’s property at 45th Avenue West and Grand Avenue, and to execute any documents required to accept such grant;
FURTHER RESOLVED, that these funds will be accounted for in Fund 262-020-4700 (Community Development, Planning, Other Sources), and that additional funds for the project are being provided through previously approved Community Development Block Grant (CDBG) funds.
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to authorize the city to accept up to a $100,000 donation from the Junior League of Duluth, to be used for construction of a Deep Winter Greenhouse at 45th Avenue West and Grand Avenue. This site was formerly a church parking lot purchased by the city in 2015. A community garden was constructed in 2016 on the adjacent site of the former church building, which was damaged in the 2012 flood and needed to be demolished. Combined, the greenhouse and community garden constitute the Edible Duluth Denfeld project, with the goal of increasing food access and food production year-round in this part of the city. It is intended that Seeds of Success, a program through Community Action Duluth, will manage operations of the greenhouse; an agreement for operations and maintenance of the greenhouse was approved in fall 2016.
