RESOLUTION AUTHORIZING APPLICATION TO AND, IF OFFERED, ACCEPTANCE OF A $98,527 MINNESOTA DEPARTMENT OF NATURAL RESOURCES OUTDOOR RECREATION GRANT TO IMPLEMENT PORTIONS OF THE QUARRY PARK MINI-MASTER PLAN - PHASE I.

CITY PROPOSAL:

BE IT RESOLVED, that the city of Duluth act as a legal sponsor for the project contained in the Outdoor Recreation grant application for $98,527 to be submitted on the 31st day of March, 2017 and that Andrew Slade is hereby authorized to apply to the Department of Natural Resources for funding of this project on behalf of the city of Duluth.

 

BE IT FURTHER RESOLVED, that the city of Duluth has the legal authority to apply for financial assistance, and financial capability to meet the match requirement (if any) and ensure adequate construction, operation, maintenance and replacement of the proposed project for its design life.

 

BE IT FURTHER RESOLVED, that the city of Duluth has not incurred any development costs and has not entered into a written purchase agreement to acquire the property described in the cost breakdown section on this application.

 

BE IT FURTHER RESOLVED, that the city of Duluth has or will acquire fee title or permanent easement over the land described in the site plan included in the application.

 

BE IT FURTHER RESOLVED, that upon approval it its application by the state, the city of Duluth may enter into an agreement substantially similar to exhibit A with the state of Minnesota for the above-referenced project, and that the city of Duluth certifies that it will comply with all applicable laws and regulations as stated in grant agreement including dedicating the park property for uses consistent with the funding grant program into perpetuity.

 

NOW, THEREFORE BE IT RESOLVED, that the city of Duluth chief financial officer is hereby authorized to execute such agreements as are necessary to implement the project on behalf of the applicant.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorized the city of Duluth to submit an application to the Minnesota Department of Natural Resources for a $98,527 Outdoor Recreation grant that would fund a variety of improvements at Quarry park, including ice climbing enhancements, access improvements, and meltwater catchment; consistent with the council approved Quarry Park Mini-Master Plan attached hereto as exhibit B. The city of Duluth will provide a 1:1, $98,528 match with $61,528 in tourism tax funding from Tourism & Recreation projects 452, Finance 030, Half and Half Tourism Tax Projects 5530, HANDHTAX-1508 Quarry Park, and $37,000 from the Duluth Climbers Coalition.

 

In early 2016, the city of Duluth acquired the land compromising the 30 acres surrounding the abandoned quarry site to re-purpose as a city park and to provide unique recreational opportunities to the public. The quarry has long been used by neighbors as an informal park to hike, walk dogs, view the St. Louis River, and ice climb during the winter months.
