RESOLUTION GRANTING APPROVAL AND IMPLEMENTATION OF THE CROSS CITY TRAIL MINI MASTER PLAN.

CITY PROPOSAL:

RESOLVED, that city council hereby approves the Cross City Trail Mini-Master Plan, a copy of which is attached hereto as exhibit A, and authorizes implementation of the plan as funding becomes available.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution approves the Cross City Trail Mini-Master Plan, attached hereto as exhibit A, and implementation thereof as funding becomes available. The purpose of the plan is to outline the city’s vision for a 10.3-mile multi-purpose, non-motorized, wheelchair-accessible, paved trail system that connects the Lakewalk and Canal Park in downtown Duluth to the Munger Trail, Western Waterfront Trail, Lake Superior Zoo and Spirit Mountain Recreation Area in western Duluth. The plan is the culmination of 12 years of intensive planning and development at the federal, state, local and grassroots levels.

 

The master planning process included two public meetings, online engagement and a two-week public comment period. The first public meeting was held on December 10, 2015 at Denfeld High School. The second public meeting was held on February 25, 2016 at Denfeld High School. A citizen’s advisory committee made up of neighborhood leaders, Duluth trail users, and parks commission representation was organized by city staff. The committee met five times throughout the master planning process. The parks and recreation commission unanimously approved the plan at their March 8, 2017 meeting. Following the March 8, 2017 meeting minor changes were made to address ADA related concerns.
