CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a three year use and operations agreement, substantially in the form attached as Exhibit 1, with Arrowhead Youth Soccer Association of Northeastern Minnesota for the use and operations of the city's Gary New Duluth soccer fields. Funds received under this agreement shall be deposited into Fund 205-130-1221-4625 (Parks, Community Resources, Park's Maintenance, Rent of Athletic Fields).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the city to enter into a three year use and operations agreement with Arrowhead Youth Soccer Association of Northeastern Minnesota ("AYSA") for the use and operation of the city's Gary New Duluth soccer fields. Under the terms of the agreement, AYSA will manage the use of the fields by AYSA and other soccer groups. AYSA currently manages the city's Jean Duluth and Arlington soccer fields under a separate agreement. AYSA desires to continue its relationship with the city to provide a quality soccer program for youth within the city of Duluth and surrounding communities.
Starting in 2018, AYSA will pay the city an annual usage fee of $4,500, which fee shall be reduced by thirty percent (30%) in consideration of the City's maintenance obligations of the Gary New Duluth Park under a separate agreement with the GND Development Alliance. Therefore, AYSA's 2018 usage fee shall be $3,150. Thereafter, AYSA's usage fee shall increase by three percent (3%) for the period January 1, 2019 through December 31, 2019.
It is anticipated that the fields will be ready for soccer activities in August 2017, but neither party will know the exact condition and readiness of the fields until such time. The fields will only be used by AYSA if a...
