CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with St. Louis County, substantially in the form of the attached Exhibit A, to chip seal Skyline Parkway from Mesaba Avenue to Kenwood Avenue, Pecan Avenue from Central Entrance to Rice Lake Road, and Tenth Avenue East from East Fifth Street to East Second Street and from East First Street to Superior Street. The total cost of the project is estimated to not exceed $75,000, to be paid with Municipal State Aid Funds from Permanent Improvement Fund 411, Department/Agency 035 (Capital Projects Accounts), Object 5530 (Improvements Other than Buildings), City Project Numbers 1620 (S.A.P. 118-114-005), 1621 (S.A.P. 118-182-007), and 1622 (S.A.P. 118-148-011).

Statement of Purpose
STATEMENT OF PURPOSE: Chip sealing is a cost effective maintenance strategy that has been shown to extend the life of asphalt pavement for many years. The city has chip sealed its recently reconstructed roadways in the past and has had good results with extending pavement life. Chip sealing requires specialized equipment and specific gradations of chip rock, therefore the larger the project is, the more likely it is that the unit costs for the project will be less than for multiple smaller individual projects. Pending approval of this agreement, the city plans to take advantage of this economy of scale by partnering with the St. Louis County and include city chip seal projects with the projects that the county intends to do this year.
