CITY PROPOSAL:
RESOLVED, that city council hereby approves the St. Louis River Estuary National Water Trail Plan, and authorizes implementation of the plan on city parks and property as funding becomes available.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution approves the St. Louis River Estuary National Water Trail Plan, attached hereto as exhibit A. The resolution approves the implementation of the management plan on Duluth city parks and property as funding becomes available.

The purpose of the Water Trail Plan is to:
* Guide the creation of the St. Louis River Estuary Water Trail in the less developed portion of the estuary as a nationally significant paddling destination.
* Lay the foundation for a collaborative interagency structure and process for ongoing planning, development, and management of the trail.
* Provide the raw materials for an application to the National Parks Service for National Water Trail designation.

The planning process included a leadership team, key stakeholders and an expanded project resource team that included 52 participating agencies, organizations, and businesses. The project leadership team is comprised of the City of Superior, St. Louis County, Douglas County, Minnesota DNR, Wisconsin DNR, Minnesota Land Trust, St. Louis River Alliance, Fond du Lac Ban of Lake Superior Chippewa, Visit Duluth, The Chamber and Visitors Bureau for Superior and Douglas County, and the National Park Service.

A two-week public comment period took place in November, 2016. The parks and recreation commission unanimously approved the plan at their January 11, 2017 meeting.
