RESOLUTION AUTHORIZING AGREEMENT WITH MP FOR JOINT CONSTRUCTION OF UTILITIES IN MICHIGAN STREET.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with Minnesota Power, a division of ALETE, Inc. (“MP”) for the joint design and construction of utility facilities in West Michigan Street between 1st Avenue West and 3rd Avenue West pursuant to which the city will construct the improvements and MP will reimburse the city for its share of costs estimated at $243,917.75, such reimbursement to be payable to Fund 520-500-1905 (Gas, Public Works and Utilities Capital).
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to authorize the city to enter into an agreement with Minnesota Power (“MP”) for the joint design and construction of new utility facilities in a portion of West Michigan Street, a continuation of a project begun in 2016.
In 2016, the City and MP entered into a joint project agreement which resulted in the construction of a new underground duct for its electrical distribution system in West Michigan Street between 3rd and 5th West and the replacement of an older 16 inch cast iron water and a new 6-inch gas main to improve gas service by providing a new loop. That project was successful and so the parties propose to continue the collaborative project, extending it from 3rd Avenue west to First Avenue West.
As before, the City will contract for the construction of the project and MP will reimburse the City for its share of the costs on the same basis as was done for the prior project.
