Title

RESOLUTION REQUESTING THAT THE CITY’S COMMUNITY PLANNING AND ECONOMIC DEVELOPMENT DEPARTMENTS CONSIDER HIGH DENSITY ZONING AS A TOOL TO PRESERVE GREEN SPACE AND TO PROTECT THE CITY’S VIEW SHED WHEN UPDATING THE CITY’S COMPREHENSIVE PLAN.

Body

BY COUNCILOR FILIPOVICH:

WHEREAS, additional outward development and sprawl puts additional strain on Duluth’s infrastructure and aging utility system;

                     WHEREAS, high density housing and planning promotes walkability and bikeability;

                     WHEREAS, Duluth’s green space is vitally important and outward development threatens the city’s green space; and

                     RESOLVED, that the city council requests the city’s community planning and economic development departments to encourage higher development densities, as a tool to preserve green space and to promote sustainable long-term growth.

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution promotes modern high-density planning for future development. High-density planning will help the city expand its tax base and at the same time not expand the city’s extensive utility infrastructure. The city’s community planning and economic development departments are encouraged to consider and study the use of high density zoning to protect the city’s green spaces and view sheds when updating the city’s comprehensive plan.
