CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into an intergovernmental license agreement, substantially in the form of the attached document A, with the city of Portland, Oregon, to provide the Duluth police department with access to the sexual assault management system (SAMS) 1.0 software to track and manage sexual assault investigations and sexual assault kits.  This software is being provided at no cost to the city of Duluth.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an intergovernmental license agreement with the city of Portland, Oregon to provide the Duluth police department with access to the Sexual Assault Management System (SAMS) 1.0 Software created by the Portland police bureau. The SAMS software was created specifically to track and manage sexual assault investigations and sexual assault kits. The Duluth police department is currently a grantee under the Sexual Assault Kit Initiative (SAKI) which supports a multidisciplinary community response to sexual assault cases resulting from evidence found in previously unsubmitted sexual assault kits. The city of Portland is providing the Duluth police department access to the SAMS 1.0 software free of charge to assist others in the effort to test and track sexual assault kits and manage these investigations.
