RESOLUTION AUTHORIZING AN AMENDMENT TO AGREEMENT 23155 WITH PRAIRIE RESTORATIONS, INC., FOR ADDITIONAL SERVICES FOR A PORTION OF THE DWP SITE RESTORATION, AN INCREASE OF $13,547, FOR A NEW TOTAL AMOUNT NOT TO EXCEED $189,497.

Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to amend Agreement 23155, substantially in the form attached as Exhibit A, with Prairie Restorations, Inc. for DWP site restoration services, specifically invasive species removal, seeding and planting, for an additional amount of $13,547 and a total amount not to exceed $189,497, payable from 255-020-5441 (Economic Development - Planning - Other Services & Charges).

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an amendment to Agreement 23155 with Prairie Restorations for additional services, specifically invasive species removal, seeding and planting to restore the DWP site.

The City received grant funding from the Great Lakes Restoration Initiative through the US Forest Service to protect St. Louis River water quality. The overall project will protect water quality in the streams that flow into the St. Louis River by enhancing the soils in the DWP roundhouse area, a former industrial site, then restoring native vegetation on the site.

The project manager initially worked with the low bidder to value engineer the project and reduce the cost from the initial bid of $254,360 to the agreement amount of $175,950 in order to keep the project within existing budget parameters.  Since that time, the buckthorn overspray was pushed to next year and other portions of the project have come in under budget, making funds available for some additional invasive species removal, seeding and planting services identified in the proposal, included as part of Exhibit A, to be added back into the project.
