CITY PROPOSAL:

RESOLVED, that the city council authorizes the St. Louis County HRA to invest in affordable housing projects within the city of Duluth. Those projects authorized for investment are the:  Garfield Square and Gateway Tower projects.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the St. Louis County HRA to invest in the Garfield Square supportive housing project.  That project was supported by resolution 17-0378R, for applying to Minnesota Housing to develop 50 units of supportive housing.  Also, the St. Louis County HRA would invest in the Gateway Tower project, which is 150 units of affordable family housing.  Resolution 17-0445R supported the funding agreement that accepted the funds from the St. Louis County HRA.

The state of Minnesota requires that an outside HRA must receive authorization to invest funds into affordable housing projects if a local HRA is established within that community.  This resolution provides such municipal consent. The Duluth HRA will also need to authorize the St. Louis County HRA to invest within the jurisdiction.
