RESOLUTION APPROVING PROPOSED SPECIFICATIONS FOR THE NEW CIVIL SERVICE CLASSIFICATION OF VEHICLE MAINTENANCE TECHNICIAN, AND SPECIFYING CONTRACT BENEFITS FOR SAME.

CITY PROPOSAL:

RESOLVED, that the proposed specifications for the new civil service classification of vehicle maintenance technician (attached as Exhibit A), which were approved by the civil service board on June 6, 2017, are approved; that said classification shall be subject to the city’s collective bargaining agreement with its basic unit employees; and that pay range for said classification shall be Range 25, $3,477 to $4,059 per month.  The proper city officials are authorized to execute and implement an agreement with the union to provide for employing one or more unit members consistent with this resolution.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The new classification of vehicle maintenance technician has been created to support the need for an entry-level role in fleet services.  This position will allow new employees the ability to train and learn the complexities of the mechanical work associated with the maintenance and repairs of city of Duluth fleet vehicles.  In the past, it has been difficult to recruit and hire qualified candidates into the existing higher-level job classification of equipment maintenance specialist, where employees are expected to come in able to perform highly skilled and complex mechanical repairs. Often, due to the unique nature of some city vehicles (emergency response vehicles, one-ton dump trucks, services bodies, etc.), even hires with experience coming in to this role have had an extensive learning curve unless they have had previous experience working on these types of vehicles.  This entry-level role offers a training ground of sorts for promotion into the higher-level job classification.  The pay range negotiated for the classification is Range 25, $3,477 to $4,059 per month.
