CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with Dirt, Inc. for equestrian trail improvements at Magney-Snively Natural Area for a total amount not to exceed $137,610, payable from fund 452-030-5530; HANDHTAX-1524 (Tourism & Recreational Projects, Finance, Improvements Other than Buildings; Half & Half Tax Projects Equestrian Trails).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Dirt, Inc. for improvement of the Ely Peak loop trail in Magney Snively Natural Area to support environmentally sustainable equestrian use for a total amount not to exceed $137,610. The work will proceed in two phases. Phase 1 will improve the trail stem and two sections extending to Skyline Parkway. Phase 2 will complete the loop from Skyline Parkway to Ely Peak and back to Skyline Parkway. If Phase 1 exceeds budget, the City may not approve Phase 2.

The project is the product of a series of Council actions:

* The 2005 Management Plan for Magney Snively Natural Area allows for equestrian use of trails provided they are selected, improved, maintained, and managed to protect the area's unusually valuable natural resources.
* The 2011 Trail and Bikeway Master Plan called for the study and development of new equestrian trails in western Duluth.
* Resolution 14-0628R called for study, design, financing, and construction of an equestrian trail to be determined in Magney Snively Natural Area.
* The 2017 Western Trails Plan approved construction of an equestrian trail on the Ely Peak loop in Magney Snively.
