Title

RESOLUTION AUTHORIZING A CONTRACT WITH SUNRAM CONSTRUCTION, INC. FOR MILLER CREEK STREAMBANK RESTORATION FOR AN AMOUNT NOT TO EXCEED $477,575.

Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to contract with Sunram Construction, Inc. for Miller Creek Streambank Restoration for a total amount not to exceed $477,575, payable from fund 225-125-1807-5319; Flood-307 (Disaster Recovery Fund; Finance; Parks, Recreation & Other; Other Professional Services; Flood June 2012, Lincoln Park)

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes a contract with Sunram Construction, Inc. for the Miller Creek Streambank Restoration project for an amount not to exceed $477,575.

The portion of Miller Creek that flows through Lincoln Park incurred significant damage in the 2012 flood to both natural stream banks and streamside stone retaining walls. The City received FEMA funding in 2013 to repair and improve sections of the stream banks and surrounding landscape to stabilize the banks and improve the capacity of the channel to handle future large rain events. The project was delayed due to negotiations between FEMA, Minnesota DNR and other federal and state agencies. The deadline to expend these funds is the end of this year. Due to Miller Creek’s status as a designated trout stream, construction is limited to the period between July 1 and September 15.

Purchasing issued an Invitation to Bid on June 19, 2017, and received one bid.  Sunram Construction, Inc. met all bid requirements and is the low responsible bidder. The cost of the project will be reimbursed by FEMA.
