CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to contract with Donald Holm Construction Company, Inc. for the construction of a deep winter greenhouse for a total amount not to exceed $254,629, payable from the following funds:

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes a contract with Donald Holm Construction Company, Inc. for the construction of a deep winter greenhouse on the City lot at North 45th Avenue West and Grand Avenue for an amount not to exceed $254,629.

The City acquired the lot -- formerly used as a church parking lot -- in 2015, after the church was removed due to damage from the 2012 flood. Visioning with community partners identified the need for year-round food production via a deep winter greenhouse. Once the greenhouse is constructed, the City will lease the lot to Community Action Duluth (CAD) for its Seeds of Success program, an urban agricultural program that provides unemployed Duluthians transitional employment by growing vegetables. Produce is sold at the Lincoln Park Farmer’s Market and wholesale accounts to meet food access needs for the community. The site is adjacent to the Denfeld Victory Garden and Food Forest which was constructed in 2016 on Grand Avenue.

Construction funding for this project has been provided by The Junior League of Duluth, Community Action Duluth, and via funding programmed through the Community Development Block Grant program.

Purchasing issued an Invitation to Bid on May 1, 2017, and received two bids.  Both bids were well over budget and subsequently rejected.  A second Invitation to Bid -- which allowed for removal of portions of the project in order to meet budget constraints -- was issued on June 21, 2017.  One bid was received as listed below.
