CITY PROPOSAL:
RESOLVED, that the city council authorizes the St. Louis County HRA to invest in affordable housing project within the city of Duluth, the project authorized for investment is: the Gimaajii permanent supportive housing units operated by AICHO.

Statement of Purpose
STATEMENT OF PURPOSE: The resolution authorizes the St. Louis County HRA to invest in the Gimaajii permanent supportive housing units operated by the AICHO, located at the former YWCA building at 202 W. Second Street. The development has 29 total units, which include 14 HUD units (HUD-definition homeless), 5 Fond du Lac Band units (Long Term Homeless), and 10 units HRA (low-income). The target populations are individuals or families who are long-term or chronically homeless, living in poverty, have mental health and chemical dependency issues and other barriers to being self-sufficient. Program participants are offered supportive services, including case management, children's programming, White Earth Collaborative mental health services and access to on-site support groups (i.e. Talking Circle, Narcotics Anonymous). Traditional Indigenous-based support is offered on-site (Full Moon Ceremony, monthly feast). In addition, residents attend many of the community and cultural events held in the Dr. Robert Powless Cultural Center. The county's investment is to correct a clerical error regarding property taxes and penalties.
The State of Minnesota requires that an outside HRA must receive authorization to invest funds in to affordable housing projects if a local HRA is established within that community.
