RESOLUTION AUTHORIZING APPLICATION TO THE MINNESOTA DEPARTMENT OF TRANSPORTATION FOR FY 2019 - 2020 HIGHWAY FREIGHT PROGRAM GRANT IN THE AMOUNT OF $525,565 FOR ROAD IMPROVEMENTS TO GARFIELD AND PIEDMONT AVENUES.

CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to apply to the Minnesota Department of Transportation for a Highway Freight Program Grant in the amount of $525,565 to fund the improvements to Garfield Avenue and Piedmont Avenue (city project nos. 0758 and 1641).

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize the city to submit a grant application to the Minnesota Department of Transportation for Highway Freight Program funds to make improvements to Garfield Avenue between Railroad Street and approximately 600 feet south of Birch Avenue, and Piedmont Avenue at First Street.

 

The projects will include concrete pavement repair on Garfield Avenue and improvements to the Piedmont Avenue and First Street intersection geometrics so that permitted oversize/overweight vehicles can use this route to access Highway 53.  This is the most direct route for oversize freight that arrives by ship but must be trucked out of the port.  The total estimated cost of these projects is $919,451.  Current committed federal funds are $290,435.  Of the total construction amount, the freight grant would be in the amount of $525,565, and the remaining $103,451 would be local share. This local match for both the freight grant and the existing federal funding is 10% for Garfield and 20% for Piedmont and would be paid for with municipal state aid funds.
