CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a contract with Northland Constructors of Duluth, LLC for the West Skyline Parkway Retaining Wall Restoration project in the amount of $1,060,174, payable from Permanent Improvement Fund 411, Department 035 (Capital Projects Accounts), Object 5530 (Improvements Other than Buildings), city project no. 1494, S.P. 118-060-012, federal project no. TA 3917 (223).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution will authorize award of a contract to Northland Constructors of Duluth, LLC in the amount of $1,060,174 for the West Skyline Parkway Retaining Wall Restoration project. Northland Constructors was the lowest responsible bidder of the three companies that responded. Bougalis & Sons Co.’s bid was rejected based upon their not meeting the DBE requirements. LS Black Constructors was non-responsive to the DBE requirements. The engineer’s estimate was $1,541,999.50. Payable from Permanent Improvement Fund 411, Department 035 (Capital Projects Accounts), Object 5530 (Improvements Other than Buildings), city project no. 1494, S.P. 118-060-012, federal project no. TA 3917 (223), funded with 80% federal and 20% Municipal State Aid funds.
