CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with Northland Constructors of Duluth, LLC, for the Michigan Street hot water pipe installation for a total amount not to exceed $292,500, payable from fund 540-0920-1499-5530 (steam, steam department, steam non-operating, improvements other than buildings).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Northland Constructors of Duluth, LLC, for the Michigan Street hot water pipe installation between 1st Avenue West and Lake Avenue for an amount not to exceed $292,500.
The project extends 20” pre-insulated hot water pipes to connect Superior Street to the Duluth Energy Systems Plant. This connection must be established prior to the 2018 Superior Street reconstruction project so that Michigan Street will be open and free of construction during that project.
Purchasing issued an invitation to bid on August 4, 2017, and received three bids as listed below. Northland Constructors of Duluth, LLC, submitted the lowest responsive bid.
