RESOLUTION AUTHORIZING THE EXECUTION OF A PURCHASE AGREEMENT WITH JOURNEY HOME MINNESOTA FOR THE SALE OF CITY-OWNED PROPERTY IN THE CODY NEIGHBORHOOD FOR $3,310.

CITY PROPOSAL:
WHEREAS, pursuant to Section 2-177.4 of the Duluth City Code (the "Code"), the city proposes to sell certain real property legally described as Lots One (1), Two (2), Three (3), and Four (4), Block Seventy-eight (78), WEST DULUTH, SIXTH DIVISION (the "Property") to Journey Home Minnesota in Ordinance No. 17-042-O;
WHEREAS, pursuant to Section 11 of the Duluth City Charter (the "Charter"), every ordinance, other than an emergency ordinance, shall have two public readings;
WHEREAS, pursuant to Section 15 of the Charter, most ordinances enacted by the council shall take effect 30 days after the date of their last publication ("Effective Date");
WHEREAS, the city wishes to convey the Property to Journey Home to provide an opportunity to construct and provide a single family home for a local military veteran on the Property ("Project");
WHEREAS, Journey Home would like to start fundraising for the Project and pre-construction site work on the Property prior to the Effective Date;
WHEREAS, fundraising and/or financing for the Project is dependent upon a purchase agreement showing the city's intent to convey the Property; and
WHERAS, the City desires to state its intention to support the Project and allow Journey Home access to the Property for pre-construction site work.
NOW, THEREFORE, BE IT RESOLVED, that the proper city officials are hereby authorized to enter into a purchase agreement, substantially the same as the agreement attached as Exhibit 1, with Journey Home Minnesota for the sale of the Property, which agreement states the city's intention to support the Project and allows Journey Home access to the Property for pre-construction site work.
