RESOLUTION REDUCING THE SIZE OF THE RESIDENTIAL PERMIT PARKING ZONE AROUND DULUTH EAST HIGH SCHOOL.

CITY PROPOSAL:
THE CITY COUNCIL FINDS:
(a) That Resolution 11-0309, as amended, adopted by the city council, designated portions of certain streets in the vicinity of Duluth East High School ("DEHS") as a residential permit parking zone pursuant to Section 33-125 of the Duluth City Code; and
(b) In December 2016 the city parking division conducted a community stakeholder survey of the residents in the vicinity of Duluth East High School to gain public input concerning the residential permit parking zone; and
(c) On May 30, 2017, the city parking division held a community forum attended by residents in the residential permit parking zone around DEHS and other stakeholders to discuss reducing the size of the residential permit parking zone around DEHS. A consensus was reached that the residential permit parking zone should be reduced; and
(d) A public hearing was held on August 28, 2017. After review of this matter, the city council has determined that reducing the size of the residential permit parking zone around DEHS is appropriate.
RESOLVED, that Resolution 11-0309, as amended, be amended by reducing the residential permit parking zone around DEHS, , as manifested by the map attached hereto as Exhibit A-5. This resolution shall take effect on September 5, 2017.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution reduces the residential permit parking zone established by Resolution 11-0309, as amended, as shown on the map attached as Exhibit A. The zone will be reduced from Dodge Street down to McCulloch and Robinson Streets. There will be a further reduction of approximately two blocks between 43rd and 44th Avenues. The original map showed an expansion to include three new blocks along Cambridge Street to London Road.
