ORDINANCE AUTHORIZING THE DULUTH AIRPORT AUTHORITY TO ACCEPT FEDERAL AND STATE OF MINNESOTA GRANTS FOR IMPROVEMENTS TO THE DULUTH INTERNATIONAL AIRPORT (“DIA”) AND SKYHARBOR AIRPORT INCLUDING RETROACTIVE ACCEPTANCE OF GRANTS FOR WORK RELATED TO RUNWAY RECONSTRUCTION AT THE DIA, AND TO EXECUTE GRANT DOCUMENTS ON BEHALF OF THE CITY.

CITY PROPOSAL:

                     The city of Duluth does ordain:

                     Section 1.  That the Duluth airport authority is authorized to accept federal and state of Minnesota (“State”) grants on behalf of the city for improvements to the Airport as that term is described in the Duluth Airport Authority Act of 1969 (Laws of MN, 1969, Chapter 577), subject to the airport authority committing to secure any required match.

                     Section 2.  That pursuant to the authority of Section 32 of the City Charter, the proper Duluth airport authority officials are hereby authorized to execute those grants described in Section 1 above.

                     Section 3.  That the Duluth airport authority is retroactively authorized to accept on behalf of the city,  federal aviation administration (“FAA”) grant no. 3-27-0024-061-2017 in the amount of $1,084,668 and state grant no. 6901-86 in the amount of $60,426 for work related to runway reconstruction at the DIA, specifically, the second phase of the airfield perimeter fence improvements, the MALSR threshold bar relocation, and runway 9/27 obstruction removal and to execute all documents required related thereto, the proceeds of said grants payable into fund 590, Duluth airport authority.

                     Section 4.  That this ordinance shall take effect and be in force 30 days from and after its passage and publication.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The state and federal government often provide grants for the Duluth International and Sky Harbor Airports in the name of the city.  The monies are deposited into the airport fund and the airport authority administers the grants.  The FAA requires approval and execution of these grant agreements within days.  This ordinance authorizes the airport authority to accept these grants on behalf of the city and to execute the grant agreements subject to the airport authority committing to secure any required match.  The ordinance also retroactively authorizes the acceptance and execution of state and federal grants related to runway reconstruction at the DIA.  The airport authority received the federal grant document in the evening on September 11 and was required to have it executed by 11 a.m. the next day.  The required matching funds will be provided by the airport authority from a state appropriation fund.
