RESOLUTION OF SUPPORT FOR A LOCAL ROAD IMPROVEMENT PROJECT APPLICATION BY THE ST. LOUIS COUNTY PUBLIC WORKS DEPARTMENT FOR FUNDING THE CONSTRUCTION OF LEFT TURN LANES AND A SIDEWALK AND UPGRADING TRAFFIC SIGNALS AT RICE LAKE ROAD AND ARROWHEAD ROAD/ARLINGTON AVENUE.

CITY PROPOSAL:
THE CITY COUNCIL FINDS:
(a) That the local road improvement program was established in Minnesota Statutes 174.52 to provide funding assistance to local agencies on transportation projects that address a transportation deficiency;
(b) That the intersection of County State Aid Highway 4 (Rice Lake Road) and West Arrowhead Road/Arlington Avenue, located within the city of Duluth, is experiencing significant traffic congestion and safety issues;
(c) That the St. Louis County public works department has completed an intersection control evaluation analysis that concluded that construction of dedicated left turn lanes, extension of the existing sidewalk and upgrade of the existing traffic signals is warranted;
(d) That the St. Louis County public works department intends to submit a project application to the local road improvement program to secure funding to construct left turn lanes, a sidewalk extension, and install new traffic signals at the intersection of Rice Lake Road and West Arrowhead Road/Arlington Avenue.
RESOLVED, that the city of Duluth supports the project application to the local road improvement program to secure funding to construct left turn lanes, a sidewalk extension, and install new traffic signals at the intersection of Rice Lake Road and West Arrowhead Road/Arlington Avenue located within the city of Duluth.
