RESOLUTION AUTHORIZING THE EXECUTION OF A MEMORANDUM OF UNDERSTANDING BETWEEN ECOLIBRIUM3 AND THE DULUTH POLICE DEPARTMENT FOR A VISTA MEMBER TO ASSIST WITH RESPONDING TO COMMUNITY ISSUES RESULTING FROM OPIOID ADDICTION AND FURTHER AUTHORIZING A COST SHARE CONTRIBUTION FROM THE CITY OF DULUTH IN THE AMOUNT OF $5,000.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute a memorandum of understanding, substantially the same as the attached Exhibit A, with Ecolibrium3, to provide a VISTA member to the Duluth Police Department under the Water Resilience Corps VISTA project in order to enhance Duluth’s response to community issues resulting from opioid addiction.

FURTHER RESOLVED, that the proper city officials are hereby authorized to make a cost share contribution of $5,000 toward the cost of the full-time VISTA member, with $2,500 to be paid from Fund number 110-160-1610-5319 (general fund, police, administration and investigation, other professional services) and $2,500 to be paid from Fund number 605-036-1650-5441 (self-insurance, insurance accounts, insurance administration, other services and charges).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the proper city officials to execute a memorandum of understanding with Ecolibrium3 for the provision of a full-time VISTA member to work with the Duluth Police Department to enhance Duluth’s response to community issues resulting from opioid addiction.  The City is required to pay $5,000 toward the salary and benefits of the VISTA member and this resolution authorizes such payment.
