RESOLUTION AUTHORIZING A FOUR-YEAR AGREEMENT WITH RESOURCE EXPLORATION, LLC, FOR THE INITIAL PURCHASE OF AN ANNUAL SUBSCRIPTION, SET UP ASSISTANCE AND THREE YEARS OF SUBSCRIPTION RENEWALS FOR PRIORITY BASED BUDGETING SOFTWARE FOR AN AMOUNT NOT TO EXCEED $100,000.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a four-year agreement, substantially in the form attached as exhibit A, with Resource Exploration, LLC, for the purchase and implementation of priority based budgeting software in the amount of $40,000 plus an additional three years of subscription renewals in the amount of $20,000 annually for a total not to exceed of $100,000, payable from fund 110-700-1407-5441 (general fund, transfers and other functions, miscellaneous, other services & charges).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with Resource Exploration, LLC for the purchase and implementation of priority based budgeting software.
Priority (or performance) based budgeting provides a methodology and tools to objectively determine how to match available resources with the needs and priorities of the city. The process is considered a best practice to assist the city administration and city council in making sound, long-term funding decisions.
The annual subscription includes unlimited users and unlimited support hours, access to priority based budgeting tools, assistance in gathering data, training, and guidance through the budgeting process.
