CITY PROPOSAL:
WHEREAS, the city of Duluth authorized an Emerald Ash Borer (EAB) management plan in 2016; and

WHEREAS, the state is in need of implementing activities to suppresses EAB populations in the city of Duluth to limit the spread of EAB into surrounding areas;

NOW, THEREFORE, BE IT RESOLVED that the proper city officials are hereby authorized to execute a grant agreement, attached hereto as exhibit A, with the Minnesota Department of Agriculture (MDA) for reimbursement of costs associated with removal of EAB infested trees and treatment in infested areas.

FURTHER RESOLVED, that the proper city officials are hereby authorized to accept reimbursement from MDA in an amount not to exceed $65,000, funds to be deposited into 205-130-1221-5225 (Parks Fund, Community Resources, Park Maintenance, Park/Landscape Materials), with 1:1 matching funds to be provided from 205-121-1221-5225 (Parks Fund, Community Resources, Park Maintenance, Park/Landscape Materials) and 205-121-1221-5103 (Parks Fund, Community Resources, Park Maintenance, Other Wages).


Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes proper city officials to execute a grant agreement and accept $65,000 in reimbursement funds from the Minnesota Department of Agriculture (MDA) for activities related to the removal of Emerald Ash Borer (EAB) infested boulevard trees and treatment of ash boulevard trees in infested areas, consistent with the council approved EAB management plan.

The city's EAB management plan calls for removal and replacement of 1400 ash boulevard trees and retention and treatment of 1000 more. Consistent with the management plan, this grant will enable the city to provide the first treatment to all 1000 ash boulevard trees that we wish to retain. Trees must be treated every three years.
