RESOLUTION AUTHORIZING PROPER CITY OFFICIALS TO ACCEPT A GRANT FROM THE UNITED STATES DEPARTMENT OF HOMELAND SECURITY IN THE AMOUNT OF $447,750 FOR THE PURCHASE OF AN ALL-HAZARD QUICK RESPONSE VESSEL.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept a FY2016 Port Security Grant Program award from the United States department of homeland security, in the amount of $447,750. Matching funds in the total amount of $149,250 to come from fund number 210-030-3148-4660 (Special Projects, Finance, Quick Response Vessel Grant, Gifts and Donations). The grant and matching funds will be used to purchase an all hazard quick response vessel and related equipment to support maritime security in the cities of and the Port of Duluth/Superior, and for training, security patrols and exercises.
FURTHER RESOLVED, that the proper city officials are authorized to execute a grant agreement, substantially the same as the attached Exhibit A, from the United States department of homeland security, $447,750 to be deposited in fund number 210-030-3148-4209-01 (Special Projects, Finance, Quick Response Vessel Grant, Direct Federal Grants Capital).
FURTHER RESOLVED, that the proper city officials are authorized to accept donations from port business district partners to off-set the grant match requirement and future costs associated with training and maintenance to be deposited into fund number 210-030-3148-4660 (Special Projects, Finance, Quick Response Vessel Grant, Gifts and Donations).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the acceptance of a FY2016 Port Security Grant Program grant from the U.S. Department of Homeland Security in the amount of $447,750 and the acceptance of donations for the required match of $149,250. $81,875 in monetary donations have already been committed by community partners.
