CITY PROPOSAL:

 

                     RESOLVED, that the city council commits FY 2017 HUD HOME Investment Partnership funding of $292,000 and authorizes the director of planning and construction services and the community planning manager to enter into development agreements for individual homes to be rehabilitated as part of the One Roof Community Housing - Community Land Trust program further clarifying the process for the developer to access federal funds.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution provides an overall funding commitment consistent with federal HOME Regulations.  The developer, One Roof Community Housing, will continue to use this funding to acquire and rehabilitate ten housing units, as outlined in the FY 2017 Consolidated Plan, Annual Action Plan.  The regulations state that the agency, One Roof, must be classified as a “developer” under the Community Housing Development Organization (CHDO) requirements.  As such, the city cannot enter into an overall contract for services, like the city does with other non-profit agencies who receive HUD funding.

In the revised “commitment-development agreement process”, the developer identifies an address, the city must complete the environmental review, issue a clearance, and then enter into a development agreement.  This agreement starts the process for rehabilitation and household qualification.  Each year the city can provide an overall funding commitment, but then must authorize individual development agreements for each address.  The city council is authorizing the director of planning and construction services and the community planning manager to enter into these development agreements in the form attached.
